Ms. Evelyn Simmons-McCoy was born Evelyn Marie McCutchen in Baltimore, Maryland on December 14, 1930, to Huey McCutchen and T. Madeline McCutchen. She left her earthly home on July 3, 2021.


She was a graduate of Baltimore’s Frederick Douglass High School, in the Class of 1949. On November 15, 1952 Evelyn M. McCutchen wed Clarence Simmons (deceased). From that union they raised four children David McCutchen Simmons (deceased), Clarence Simmons Jr., Pamela Ann Simmons-Gooden, and Jonathan Darius Simmons I. This union ended in divorce in 1969.


In 1954 they moved to Fisk Road, in the South Baltimore neighborhood of Cherry Hill. She was the unofficial photographer of the neighborhood, chronicling our life from children to young adults. Over the years these photos have brought many laughter filled get-togethers, as we reminisced with family/friends. She also served for a time as PTA President of Arundel Elementary School (P.S. 164). This was the beginning of her many years of service to community, education and labor efforts.


In the early 1980’s she became involved with the Cherry Hill Development Corporation, where she became its first Executive Director. And because of her strong belief in the corporation her involvement continued, after leaving Cherry Hill in 1987, until 2013.


During Mayor Kurt Schmoke’s administration, she also served as a Board Commissioner for the Baltimore City Public Schools. Evelyn retired from the Social Security Administration (SSA) as a Lead Examining Technician in January 1996. During her time at SSA, she also served as both union representative and eventually President of the local SSA AFGE.


On May 17, 1985 she married Edward G. McCoy (deceased). She resided in Yale Heights from 1987 until 2018. In February 2018 she moved to BrightView West End Senior Living in Rockville, until her recent illness.


In retirement Evelyn enjoyed her books, her “fury child” Miss Lady, and gatherings with family and friends (especially time with her youngest grandkids; Darius, Jacquie and Jocelyn Simmons).


Evelyn is survived by her older brother, John Wesley McCutchen, her 3 children, daughter in-law Jennifer Simmons, grandchildren, nephews and nieces, cousins, goddaughter Vanilla C. Jackson, and longtime family friends.
